In line with GIZ-SMS activities and the specific tasks of this intention towards training and monitoring services etc, Prishtina REA is committed to successful implementation of this project, therefore offers the following services as part of the proposal:
Baseline Market Assessment study (aiming at contributing also to the local business capacities, technologies, product development towards recycling and processing),
Organize professional Training activities for Informal Waste Collectors,

Women and Youth on the Job Vocational Professional Training Program

The main objective of the “Youth on the Job Vocational Professional Training Program” presented by Prishtina REA is to introduce the youth to a real life work place environment. This will help to explore the relationship between the knowledge & skills acquired in education process with those required in the working situations and therefore the youth employability increase in the targeted municipalities. On-the-Job Training Program designed by Prishtina REA Project team aimed at providing opportunities for women and youth from all communities to apply the theories, principles and ideas learned in the educational institutions. This training program tried to expose the women and youth to work realities which would ideally hone their skills and get them prepared for the sustainable employment /labor market. As per the plans, out of about 80 youth, as foreseen to participate in the Program, with 10-15 of them at the end of the program planned to get sustainable jobs in various sectors. In fact, the overall goal of the OTJ program was to foster women and youth employability and entrepreneurship for vulnerable and marginalized youth living in Obiliq, Gracanica, Vushtrri and Lipjan municipalities. Our targets were included long-term jobseekers who had limited access and equal opportunities to labour market, especially to private sector. Thus, beside this sensitivity, the objective of the project to make them feel comfortable in relation to labour market-demands and the production, processing and or service deliverables that private businesses are to develop, maintain dhe deliver

Objectives of the project: Drafting the Local Economic Development Strategy for Skenderaj Municipality, while Prishtina REA management provides its expertise towards designing the Local Municipal middle term Economic Development Strategy of Skenderaj.
Purpose of the project: The Local Economic Development Strategy project will assist fledging the Municipality to achieve a ‘warmer economic environment’ and a sustainable strategic planning by assisting the Municipal Administration towards Economic development and private sector networking and partnership to key stakeholders to tie strategic plans to specific action plans that serve the region’s mission, assign and manage limited resources, introduce SMART goal setting practices. The project also serves as a mentor to the Municipal Management on best practices in transparent Strategy management, sectorial relations, and advocacy. This will be accomplished through meetings with key stakeholders and partners and other relevant stakeholders, training workshops for them and clients/members, and one-on-one counselling of representative staff selected by local partnerships. All these action served as a background towards designing the Local Economic Development Strategy.

Occupational Safety and Health Campaign implementation

General objective: The overall objective is to support the organizing of the OSH Campaign, with designing of symbols, logo, organizing activities, developing and distributing materials, then coordinate with and complement the work of the direct and immediate beneficiary that is the Organizational Board, and the EU project, responsible for overall project implementation

That is the ‘Harmonization of Kosovo Legislation in the Field of Working
Conditions with the EU Legislation’ project, for the development and implementation of a Occupational Safety and Health Campaign support of the Project, being implemented by Archidata and managed by the EU

The Campaign is organized under the umbrella of Ministry of Labour and Social Welfare (MLSW) with assistance of the Project and with support of Labour Inspectorate, Kosovo Chamber of Commerce and BSPK.
The general objective of the Campaign is promoting awareness of public on legislation for safety and health at work and working conditions with the positive impact on employment and production.
The specific objectives of the Campaign are as follows:
– promoting awareness of employers and employees on new and current OSH legislation,
– encourage employees to exercise their rights coming from this legislation
– promote the use of HOT-LINE for complaints, reporting and advising on working conditions
– promoting implementation of new OSH legal requirements in companies.

Establishing Economically Viable Collecting and Packing Recyclable Waste Platform in Vushtrri as a Social Enterprise-EU funded project, in partnership with Vushtrri Municipality

CLIENT: EU Office in Kosovo

Overall objective: Establishing an economically viable collecting and storage recyclable waste Platform in Northern Kosovo incorporating informal collectors into the formal waste management chain and promoting waste sorting and recycling to reduce environmental burden.
Specific objectives: 1. Create sustainable employment for informal workers involved in the waste collection sector characterized by very low profit margins ad unhygienic working conditions, by organizing them in a social cooperative able to collect, sort and pre-treat recyclable waste on a larger scale 2. Strengthen capacity of the Municipalities and Public Utility Company-“Uniteti” (PUC) for collecting, baling, transporting, grinding, selling recyclable packaging waste through creation of a public-private partnership with both Social Enterprise of formal packaging waste collectors and private recycling companies, achieving an integrated recycling chain,
3.Impact national and local laws and policies in order to start with the implementation of the EU packaging waste regulatory framework,
4.Increase public awareness among citizens on waste sorting and waste recycling

Providing professional training and coaching services on Strategic Planning

Youth Professional Training on the Program of CNC Machine

CLIENT: Ministry of Labour and Social Welfare and Lux Development and 4 Kosovo Municipalities

Overall objective: Providing professional Training and Coaching Services to Jobseekers, for work on the CNC machine (Wood processing sector), covering four municipalities, with over 200 beneficiaries: The project has got the theory training, the ‘on the job’ training and the certifying test, enabling the youth gain the required job skills.
The project involved different categories of jobseekers like, women, youth unemployed, social categories, disable categories being as the beneficiary of the project of theoretical and practical professional training on CNC Machine, implemented by Prishtina REA in cooperation with the Ministry of Labour and Social Welfare.

SOCIAL INCUBATOR - Developing and Managing the Art and Handicraft Sector in Gracanica

The Overall Objective is creating consolidating the sustainable business value chain of the art and handicraft sector by disable and vulnerable groups throughout marketable, facilitated and business consulting platform.
Specific objectives: a) to encourage the regional art and handicraft sector development and value chain sectorial promotion, b) to establish the New Social Enterprise Entity, setting up the Graçanica Social Incubator and the Business Advisory Centre in Graçanica, providing active professional Management Services-based legal entity, pro-business value chain friendly environment and income generating assistance schemes, c) To foster sustainable and rising standards of living from art and handicraft and related sectors and bring together disable and other vulnerable groups and entrepreneurs, tourism and cultural sectors and organizations, d) to set up the promotion platform through the IT platform, Artisans’ Traveller, Annual Art & handicraft festival and tourism, B2B and Matchmaking event, culture and Inheritage events, art & handicraft kids course.

Feasibility study and technical assistance to legalize the Lipjan Economic Zone

Prishtina REA in close cooperation with Lipjan Municipality, MTI/SMEA and DEEP project will provide the following consulting services towards the legalization process of the Lipjan free Economic Zone.
1. Initiator for creation of EZ submits to the Agency a written application to obtain the decision for creation of EZ.
2. The following documentation shall be attached to the application:
2.1. Act of establishment (registration, statute);
2.2. Justification (elaboration/feasibility study) for creation of EZ;
2.3. Proof of EZ ownership – copy of the plan and possession certificate, which shall not be older than six months;
2.4. Urbanization planning and its infrastructure;
2.5. Approval of corresponding institutions:
2.5.1. Ministry of Agriculture, Forestry and Rural Development;
2.5.2. Ministry of Environment and Spatial Planning – Environmental Impact Assessment and Public debate;
2.5.3. Ministry of Economic Development;
2.5.4. Independent Commission for Mines and Minerals;
2.5.5. Respective Municipal Assembly;

The Ministry of Finance –Government of Republic of Kosovo managed the ‘Reviewing the current system of businesses registration in order to create a unique business number for registration purposes, tax, customs, statistical and other purposes in KBRA at MTI’ project. The purpose of these consulting services was to support the research of modalities and advanced practices required for creating a unique business number.

The scope of the project covered by the consulting service proposal:
1. Evaluation of the legislation and current situation on searching more advanced modalities and practices, required for creating a unique business number:
1.1 Evaluation of the legislation and current situation and comparison with international practices.
1.2 Assessing the possibility of establishing a coordinating mechanism for business registration.
2. Drafting the Report with Findings/Recommendations and Action Plan.
2.1 The report containing recommendations, prepared in such a way that it can be used by MTI when reviewing current legislation and practices aiming to create a unique identification number;

Review of market surveillance function–with focus on Market Inspectorate in MTI-and preparation of relevant recommendations based on good international practices

The Ministry of Finance –Government of Republic of Kosovo managed the ‘Review of market surveillance function – focus on Market Inspectorate in MTI – and preparation of relevant recommendations based on good international practices’ project,. The purpose of these consulting services is to support the Market Inspectorate and the Ministry of Trade and Industry, as competent institutions in this field to review the legislation, organization and current structures and give recommendations for amendments. These changes can be made in process of amending the Law on Inspection and Market Surveillance, which is currently being reviewed by MTI. Consequently, the recommendations arising from this activity will be considered during the review of the law, but also when developing other coordination mechanisms, including the possibility of creating a Coordinating Council for market surveillance with the participation of institutions mentioned above. Part if this assignment was organizing the three days workshop with its staff and board members (26 pax) in Durress (Albania), ensuring a participatory approach and working with teams and departments, Mr. Jetullahu was assisted by PhD. Edmond Beqiri. The Annual Working Plan was delivered to TRA and approved during January’13 by its board.

Feasibility Study and Market for two Municipal markets in Prizren Municipality

The Feasibility Study for the Two Municipal Markets in Prizren: The Consultancy services consist on as follows:

Ministry of Trade and Industry, respectively Small and Medium Enterprise Support Agency implements the “Business Internship” 2013 program, for its third time.
The main goal of this project is building the communication and cooperation between the Universities and businesses; operating in Kosovo, aiming at creating a better productivity towards:
Creating the opportunities for students that either during their studies and after the graduation, practice their knowledge gained from the theory into the practice;
Assistance on improving the students’ skills and knowledge, making them familiar with the real working environment, how a private business operates and function;
Creating a practical experience, while preparing the students as better as possible towards their tasks and responsibilities within the working place;
Creating the opportunities on information and employment for the young people;

After, designing it, Prishtina REA will produce a 20 min TV Documentary film and a 25 pages Catalogue on behalf of the Municipality, presenting the so far Achievements, changes, projects and the quality of life of its citizens.
Purpose of the project: The Local Economic Development Strategy project will assist fledging the Municipality to achieve a ‘warmer economic environment’ and a sustainable strategic planning by assisting the Municipal Administration towards Economic development and private sector networking and partnership to key stakeholders to tie strategic plans to specific action plans that serve the region’s mission, assign and manage limited resources, introduce SMART goal setting practices. The project also serves as a mentor to the Municipal Management on best practices in transparent Strategy management, sectorial relations, and advocacy. This will be accomplished through meetings with key stakeholders and partners and other relevant stakeholders, training workshops for them and clients/members, and one-on-one counselling of representative staff selected by local partnerships. All these action served as a background towards designing the Local Economic Development Strategy.
The crucial aspect of an innovative project is the appropriate identification of a demand/need in a particular context, rather than reference to an external needs analysis. There were designed and budgeted 276 projects with about 113 mil Euro’s budget for its five years time (2013-2017).

Developing and Managing the Mitrovica Business Park

CLIENT: European Union Office in Kosovo

The project is focused in upgrading the Mitrovica Businesses’ Park operation, cooperation enhancement to other businesses in the region, new businesses’ engagements that will be located in the Park, creating employment opportunities for jobseekers, potential investors’ attraction and Mitrovica Municipality development in general.
• Establishing of the Agency for Managing and Administrating the Business Park;
• Restructuring and upgrading of Infrastructure spaces within the Park (signing new agreements with businesses located in the Park);
• Design, construction and operation of Management and Administration facilities within the Park
• Training and Coaching services’ provision for the enhancement and advancement of the business management skills/capacities ;
• Grant scheme – 23 grant awards – up to 5,000.00 euro for the innovative projects from the Mitrovica region;
• Business meetings events and study visits of business representatives from the region of Mitrovica in Turkey (B to B and matchmaking visit in Turkey)

Training and Coaching Services to Start up Entrepreneurs

The aim of the project is provision of training to young entrepreneurs and assistance of the same in finding job prospects and sources of income to make their livings. In the training courses they would learn to develop business ideas, develop their business plans, and acquire the necessary skills to run a business successfully, summarized as
– A practically designed and delivered training programme, including training material
– An initial target of 350 people (age between 18 and 35) achieved
– An quality target of up to 150 initiatives (Business Plans) achieved in terms of tailored coaching, consulting and preparing for any micro credit support opportunity

– Supporting Start up Initiatives through the Grant Scheme
– A solid of joint multiethnic partnership business start up initiatives successfully under implementation or ready for implementation.

– 1,000 young people trained on start up

Support to farmers and small family businesses in agriculture sector to write grant applications and support them on project implementation

CLIENT: UNDP Kosovo

The United Nations Development Programme-UNDP has engaged Prishtina REA to provide services in respect to the provision of support to businesses in agriculture sector in seeking grant funding and to further support their business activities. The support was targeted to local farmers, cooperatives, small family businesses that are involved in Fruits and Vegetables sector in Kosovo.
The Support to farmers and SME’s in agriculture sector to write grant applications and support them on project implementation is mainly divided into two phases-translating into two pillars as follows:
Phase One: Product assessment and processing recommendation for 6 agriculture products :
• Work plan
• Product assessment and recommendation for 6 species
• Conduct initial capacity assessment of the farmers and asses and identify farmers and regions to implement the project
• Identify the characteristics and situation of post-harvesting, sales network and the local producers/collectors with the capacity for value added activities
• Identify the grant application requirements by donor agencies and MAFRD and the methodology to support small and medium sized farmers on FV
• Activities and interventions required to improve small/medium size farming in respected 6 species and Cost analyses per each recommended species
• Train and provide technical support to farmers to fill the grant application to the donor agencies and MAFRD in order to implement the projects
• Propose the modality for the program sustainability and indentify the location for piloting advisory services
• Submit grant applications to the donors
Phase Two: support and supervision of producers/ collectors/ processors that produce or invest in the recommended investment opportunities:
• To ensure the sustainability of the business explore the market chain and identify processing/value added activity and prepare one short report
• Produce manuals to support farmers to promote and sell their products, produce products as needed by the company including instruction on harvest
and post-harvest handling and storage on the basis of the short report’s findings.
• In cooperation with the stakeholders develop and implement trainings on the manual mentioned above.
• Organize a business networking workshop with Piloting Advisory service partner
•Organize a knowledge sharing event to transfer the experience from the implemented projects to initiate the operation of the advisory services with Piloting Advisory service partner

The Provision of Socio-Economic Assistance to Returns

CLIENT: UNDP Kosovo

The United Nations Development Programme-UNDP, has engage Prishtina REA to perform services in respect to the provision of socio economic assistance to up to 50 returnees which have been assisted with housing reconstruction under the UNDP Returns Programme, Sustainable Partnership for Assistance to Minority Returns to Kosovo / SPARK – Individual Returns Facility.
1. To provide eligible returnees with socio-economic related assistance, i.e. income generation grants (e.g. livestock, equipment, machinery, etc.) valuing to about 2,000 €, that meets their short- or medium-term needs after return and enhances the sustainability of their return. The amount of 2,000 € is only a guideline and can be adapted according to the needs of the beneficiaries.
2. To provide these economic grants in a demand-driven way, gearing towards generating income and sustaining livelihoods, and take into account local market conditions.
3. To provide a tailor made and demand driven assistance package to the families and provide trainings, in depth consultancy, goods and equipments and support according to their needs.
4. To ensure support to the link up to the local market, existing businesses, agro-cooperatives and economic networks or initiatives for supporting business activities.
5. To improve the skills of the returnees with the provision of vocational or skill trainings (e.g. for agricultural activities) or training in business set up, as required.
6.To link unskilled returnees who are not in the position to set up sustainable businesses/generate income from grants by their own, with employment opportunities through municipalities, local enterprise schemes and other outlets and with private business institutions to become partners/joint stock of the business (e.g. by co-funding the equipment).
7.To increase the potential of returnees to reintegrate into the wider Kosovo community, as well as the immediate community

Support for Kosovo’s Young Leader

CLIENT: USAID/ Mercy Corps

Support for Kosovo’s Young Leaders (SKYL)- A USAID three years funded project, implemented by Mercy Corps and Prishtina REA. Objectives of the Program: SKYL has three main objectives
Young people from diverse communities gain the job skills, experience and support needed to find future employment; Young people from diverse communities gain confidence and skills they need to play a more active leadership role in community and public life on issues that directly affect them; and; An increased number of young people from diverse communities build inter-ethnic reconciliation/tolerance and work together on concrete projects that advance shared interests.
Expected results are:
– 1.206 youth will receive job skills and entrepreneurship training,
– 1.121 youth will gain on-the-job experience, through private sector internships/apprenticeships schemes,
– 448 youth will receive follow-on employment in local institutions,
– 85 youth will develop theirs business plans with local partner and 76 receive start-up capital, and
– 70 youth will have theirs business established which will last longer than one year.
– 1.122 youth will receive civic engagement and community mobilization training,
– 1.122 youth will gain on-the –job experience and a commitment to participation through internships/apprenticeships with NGO’s and public sector agencies,
– 337 youth receive follow-on employment in local institutions,
– 24 youth-led community projects or public campaigns implemented by 360 youth,
– 9.600 people benefit from youth-led community projects or public campaign.

Strategic/Interim Evaluation of EU IPA pre-accession Assistance to Montenegro (Evaluation 1) and Mid-Term Meta Evaluation of IPA Assistance (Evaluation 2)”

The primary objective of this strategic/interim evaluation is providing relevant findings, conclusions and recommendations to the Commission for its ongoing process of reviewing its approach on planning and programming assistance to IPA beneficiaries and for the preparation of 2011-2013 MIPDs with the view to best responding to the strategic goals of enlargement policy and improving performance of financial assistance. The evaluation will also provide input for a mid-term meta-evaluation of IPA assistance.
Based on the above, the evaluation will aim at providing relevant findings, conclusions and recommendations to strengthening and streamlining programming of IPA Component I assistance, particularly for the period 2011-2013 MIPD programming.
